Is there a way to make them in US2? Because I've heard pulsars are available.

Magnetars are just pulsars with even more intense magnetic fields... Though they would be intensely bright in the x-ray and gamma ray wavelengths.

Can you actually change the magnetic field to be stronger? (Well, not IRL)

Yes, you can change the magfield strength in the materials tab. But I assume it wont change the appearance of the pulsar.
