I think it would be nice to be able to lock a planets temperature because I spend a lot of time trying to keep it at a reasonable temperature and it ends up going at up wack. Another Idea is custom/ Procedural cloud layers, I think that would add a nice touch to alien worlds.

Temperature can't be locked. It is something that depends on many variables (sun luminosity, atmospheric pressure and composition, distance from sun etc., etc....).
It is almost impossible for a planet to have surface temperature 15C on an orbit as close as Mercury's orbit is. Unless you involve some weird sifi technology, off course.

So what? Just turn off the receiving of those variables.

Did I say it is a technical problem?? NO!
Just out of curiosity- why do you want to have a button that disables one of the most interesting features of the software??
EDIT: I think there is a bug that changes the colour of the water to brown if the Climate is disabled and the temperature goes below ~1C. The ocean colour turns light brown, but if Climate is enabled than it turns blue but starts covering with ice. Or is it by design?

It's a good idea for systems without a sun, like the collision simulations where you only have 2 bodies. would be nice to not have the earth completely freeze long after a collision. So I would suggest a climate lock for sims without a sun, but the temperature can still be affected by collisions. Or perhaps a "phantom sun".

And you can edit that Phantom Sun (distance, mass) like you would for a normal body. I like this idea.

Poor glitchy black holes, they get no attention :-\
