Steam Crash on Launch - 2.1.3 Steam - CINKH

I just brought this game from Steam cuz of the huge sale.

Downloaded Installed then I ran the game and I get this

extract Tutorial properties error
there are multiple root elemants. line 240, position 2

then I click OK and get

Object reference not set to an instance of an object.

Error Code: 2.1.3 Steam - CINKH

No idea what it could be, I have updated windows, repaid Framework.

Does anyone know what it is?
