Tried step 4

Some updates were not installed
Failed: 10 updates
Error(s) found:
Code 80070002: Windows Update encountered an unknown error.

Trying step 9 (installing it via the standalone installer):
Same error as when trying before:

If step 4 is failing (Windows Updates) then you've got a problem with your Windows installation.

This post has two suggestions for dealing with this error:

Did you try them anyway? Windows 7 and Vista are quite similar and those suggestions may still apply.

There is no windows update troubleshooter in Vista and I already tried the temp files/starting and stopping the update service stuff.

I am also having this issue. I am on windows 7 x64 with a fresh install. I am an IT analyst and know for a fact that my installation is fine and the version of the .net framework I use is in working order.

After looking on the web, i see many others with this issue. This indicates that there is either an issue with Universe Sandbox and how it interacts with .Net framework or the game its self is not compatible with what it says it is and requires updating. Can you please provide an answer as to how to solve this error. The info you have provided to solve it thus far has not yielded working results and some of it is impractical  to resolve the issue such s third party soft ware.

I appreciate the help and support on this game as id really like to enjoy your hard work but if this can not be arranged in a timely fashion then i would like to know what i need to do in order to get my money back as the requirements have been met on my end which prompting me to buy it.

I'm sorry you're having a problem.

I honestly believe that it is an issue with .NET installing and not a problem with the way that Universe Sandbox uses .NET.

It may seem like it must be a problem with Universe Sandbox but rare issues (like this one that I've never seen personally) show up when you sell thousands of copies.

Here's a blog from a guy that works for Microsoft where they talk about .NET appearing to install correctly, but not actually installing correctly:
http://blogs.msdn.com/b/astebner/archive/2010/12/29/10110053.aspx

And here's a topic that goes into detail about a work around for this issue:
http://universesandbox.com/forum/index.php/topic,3724.0.html

Steam provides developers no way to provide refunds.

While not an immediate solution, we have already begun on a full rewrite of Universe Sandbox that will not require .NET. This free update will be released later this year.

Have you run the .NET Framework Setup Verification Tool ?
