Is it possible in Universe Sandbox to make planetary rings like this?:

At the moment Universe Sandbox doesn't allow you to change the inclination of the rings, so no.

Also note that rings like that are physically impossible. As a ring system forms, it's going to naturally gravitate towards an equatorial inclination around the planet. You can have multiple concentric rings in real life. But that's about it.

So if Universe Sandbox ever allows you to change the inclination of a ring, the only result will be that the ring will, over time, flatten out round the planet's equator. Which leads me to believe that they're not going to bother.

I thought the same, but it is actually possible. It's just very unlikely, but if debris from a destroyed moon or other particles would be caught within the roche limit in polar orbit, it could be archieved. But again, it would be very unlikely in real.

Actually you can create rings like this (although it's not at all obvious):

1- Create the 1st ring around the planet.
2 - Then select the hand tool, and switch to rotate (from move).
3 - Press and hold the control key to rotate the planet without also rotating the rings.
4 - Create a 2nd set of rings around the planet.
