For some reason, If I offer Lithuania an alliance as Belarus, it's Very Likely. The funny fact is that in Hetalia Lithuania likes Belarus. And if I offer Russia an alliance, it's Impossible. In Hetalia, Russia does not like Belarus because she stalks him. Hm.......

I didn't upload it as a .jpg. Photobucket converts all images into .jpg's.

Did you delete the cache folder in the maps folder? That's usually the problem for mods that changes the provinces map (and probably terrain too). If you did delete it, then I have no idea.
