There's some info on the UBSR in the intro book (available in the intro center in Spawntown, and here:

The most basic thing is that if you're in UBSR, if you use private chests, you must list their contents once per month in a document like this:

And we can all make polls to use a fraction of everyone's resources in there for large projects. The rest is kept publicly available so other members may use it (but generally they should ask first or at least get an understanding that you don't take something someone else was using/needing).

The chest there was from when I built the road going through the region. You can do whatever you want with it and take the dirt if you need it.

You want to know why? I'll let you in on a little secret. The reason that the vocal minority is the people that want 1.7? It's because everyone else is tired of 1.7. Whether this means a new 1.8 server or a FTB, everyone else will probably either only rarely or not play at all on the 1.7 server. So that's why the vocal minority are the ones who are active on 1.7
