If it cost $29???

If universe sandbox 2 cost $29 why does it let you go lower than $29 if you pay less than $29 do you still get product key?

No. You only get a product key if you purchase for $29 USD or equivalent in another currency.

If you purchase for less than $29 I'll send you an email asking if you were wanting to buy version 1, if you'd like me to refund that purchase, or if you'd like to pay the difference (so your total is $29) for a US2 product key.

All of the alternate ways to pay currently require me to manually send you a key, so depending on the resulting email exchange I might refund the difference. It depends on the situation.

"Manually send you a key" means that I will send you an email by opening my email app, clicking on the link to your email address to compose a new email, loading a template , creating a new key (multiple steps), pasting it into the email, and hitting send.

Having just listed the steps, it might be worthwhile to write a personal app that sends a new key with the paste of an email and a click to send.
