Aeridanish Grand Prix

I updated the code for the pitting to make it matter a bit more than it did before. Previously a pitting rating of 1 would be .2s slower (per pit stop) than a pitting rating of 10... which is kind of absurd how useless it is. I changed it so the difference would be 2.2 seconds.

[21:44]   Kalaslp   each track will have a different probability of rain
[21:45]   Kalaslp   drivers will get a new skill: wet weather driving (or sth)
[21:45]   Kalaslp   maybe like adaptability or sth
[21:45]   Kalaslp   basically drivers with high adaptability will be good in rainy conditions and maybe a little op especially in conditions where it's not exactly wet or dry

after this race every team will receive 3 skill points which can only be applied to increasing the Adaptability skill on any of their drivers
