I like Matty406's turns. They're easy to calculate.

But yes, you can develop multiple cities during a turn, as long as you don't develop multiple levels on the same city.

I've also updated every city that had space, and secured the military and artillery bases, resulting in the spending of 78 Resources, I believe.
