I only spend 62, and give the rest (7) back to Deoxy99.

You can't make a peace treaty. A treaty requires other people to sign it. I didn't sign it, as I want at least the land I've lost back. Maybe we can sign it in exchange for my coastline you took, if it's ok with the rest of the west bloc.
