Only when the military base has been built, so you have overspent by 5 resources.
We'll need to make up for this. You'll have to give back one of your conquered zones to Naru523 and transfer two resources to Naru523. Okay?

You take a zone too much from Naru523. This increases your income by 1 and reduces Naru523's income by 1. So, you need to pay 1 ressource to Naru523, in fact, and 1 zone. If you give a sea base back to Naru523, you don't have to give a ressource back, as they don't give income.
