As far as I know, neon requires electricity to glow, so the clouds would probably glow during a lightning storm, which should be common on gas giants

Please correct me if I'm wrong

yes the neon would have to be ionized somehow for it to glow

I actually do kind of like the sound of that idea...

But neon needs electricity or ionization to glow, so maybe the neon surrounding any lightning storms will glow, and if the planet is anything like jupiter, it'll glow brightly due to the intensity and sheer amount of these lightning storms.

Lots of the noble gasses like neon would glow if there were common lightning storms (not sure about Helium since our gas giants do have that but gasses like Xenon, Krypton or Neon could...not sure about Argon but it might too in large amounts?) though I'm not sure how brightly, so if they were too dim or blocked by upper cloud layers you might not see the lower clouds and atmosphere glowing during one. Or maybe they would only glow around lightning like the bluish color around Earth lightning.
