Title: Requirments for city life??

I keep trying to get planets that have city lights on them and keep it there but it keeps disappearing! It's extremely frustrating! I ask two things. 1 being can the developers please make life easier to keep going in the future? The second thing I ask is for the requirements for keeping life on a planet?
