When a pulsar is in the simulation, the ejection rate of particle clouds from the poles changes depending on the timestep, with lower timesteps causing more Clouds per Second and higher timesteps causing less Clouds per Second.

This is a known issue, which you can see affects comet tails as well. We're planning to create a better system for particle jets and tails, which should hopefully make them more consistent across varying time steps.
