When i want to start this by Steam i have an error. There is part of error log:

Oh. It's you again. Well, welcome back to the forums. I don't know what all of this is, but I hope you are fulfilling your duties as a proper Alpha Tester.
Try restarting Steam or restarting your computer. If neither work, delete and then reinstall Steam.

Also, in case there are permission issues:
Try running Steam as administrator. You can do this by right clicking the executable and selecting "run as administrator"
You can also try to verify the Universe Sandbox 2 installation by using verify the game cache option

What are your computer specs? Maybe if we knew what is inside your PC, we could help out a little more.
Looking at the log, I can't tell if the "49% memory in use" is your CPU, or your graphics. Usually programs like to monitor CPU usage, so it could be that. Half of your CPU is being used up just trying to launch the game. Update your graphics drivers or change compatibility for the game. I don't really know, I'm just throwing out possible fixes.
Maybe a developer here knows what's wrong. Usually start up problems have to do with outdated GPU drivers or operating system compatibility. Hopefully someone knows the answer to help you out.

Processor: AMD Athlon(tm) II P340 Dual-Core processor 2.20 GHz
RAM: 3,75GB (aviable: 2,75GB)
Graphic Card: ATI Mobility Radeon HD 4200 series
OS: Tried to launch on Windows 7 and Windows 8.

I don't think it means RAM being used. RAM = Random Access Memory. It uses only what it needs. In my opinion, I think it means CPU usage. Also, it appears your graphics is an older ATI.
ATI, to my knowledge, has been phased out by AMD now. That could be why its not launching properly for you. More modern games have a harder time working on older GPU's.

I searched for the error you were receiving and some were receiving the same error as you, for other games of course but all of them were linked back to open-cl support.
Some were saying to roll back your gpu driver but I could be completely wrong.

I've taken a look at the logs, and the issue is definitely related to OpenCL. Unfortunately, AMD 4200 series cards report that they are able to run a full OpenCL feature set, when they aren't actually able to do so. What's worse, is that the card is no longer supported by its manufacturer.
We're looking into an option to force cpu computation in cases where you're unable to run openCL. That way, you'll at least be able to run the game in cases like this.

The issue has been fixed for the next version, in the sense that a device with missing features will simply not register for use, and it will fall back to regular cpu.
As the kernels are written right now, we do need double support as well as support for atomics on the opencl devices.

Okay, in that case, when this next version will be released, because I do not have a lot of time (week and a half, after that I go to school and I will not have time to play).
Is anyone there? Please, let's some Developers answer me!

Find something else to obsess over. Anyway, you've had US2 for months. I've only had it for less than a week and now it's gone. Yet I feel satisfied. Not to call you out on anything, but you are acting kinda spoiled.

I've had it for months, but i played it only for few (about 2-3) days. Because I had no time. I had plenty of tests, exams in school. And i'm not feel satisfied. I envy those who US2 works.
Oh, and if US2 will be fixed, I promise that I will carefully look for bugs. I promise. If not, you can take my US2 Alpha. And I know who's Alpha Tester. This is someone who reports errors, bugs, and other inaccuracies.

Just to follow up on this, you should be able to use the command line option in this post to start US². If that's not the case, please post a follow up with any errors you receive.
