Access to the path '1.0.424.0\d3dx9_31.dll' is denied.
I think this is because you need to run Universe Sandbox as an administrator in order to update. (administrative privileges)
Right click on the icon you use to launch Universe Sandbox and select "Run as administrator" (or something similar).
