I would:

• Give Denmark, Japan, China, India, Austria (Random Country picked from europe), U.K., Canada and the U.S. (I declared independence from Canada and the U.S. for sakes, I think they should get something in return) 1 Trillion in funds to spend on their space programs.
• End hunger.
• Create the Aeridani Socialist State Union.
• End the so called "war on religion".
• Have every country enter the Space Age.
• Hire engineers to build the Aeridani International Space Center, and create the Aeridani Space Industry.
• Develop rockets for landing humans on Mars
• Spend the rest to help create a worldwide Capitalism-Socialism hybrid economy, and unite smaller countries into larger unions.

I doubt that USA is the country which needs those money the most on Earth. :/

As for how I'd spend them, I'm not sure, but on something(s) which wouldn't just benefit a few/my shelf.

With SOME of the money, we only have 14 trillion dollars of debt.

I'd use it to arrange a rebellion, attack America, declare independence from them, and form the Socialist State of Spheron Rilmu.

True, and wiping the debt slate clean without all the problems that come with a government shutdown wouldn't solve the root of the whole debt issue and in all likelihood they'll just start kicking the can down the road again.

If I had 50 trillion dollars I'd spend it on, no not others, but on creating a new functioning nation because obviously nothing right now is working very well.
