We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of Aeridani.Article. I. Voting CenterSection. 1.All Citizens of Aeridani will vote to make decisions. To vote you go to the Aeridani Voting Center. Section. 2.The Representing Citizens will be Elected one every 3 Years. in order to be eligible, you must be of 32 Years old and a citizen for One Year. (5 days irl) Article. II. Public StorageSection. 1.The Aeridani Public Storage Is Free to use. Any claim that you must do anything to get in is false. Section. 2. In order to take from the Public storage, you must give something. this may not be exploited by taking 2 of any item and putting one back. (to clarify this, you could take 382948 torches, 24 Sugar, 6 TNT and only need to give 1 cobblestone.) This is not needed. Section. 3.In order to have your private chest's content not dumped into the storage, you must write your name in the sign above it. Section. 4.You may only use the private storage (Article 2, Section 5) if you have no home. the rules of the private chest still follows the Yukidar Treaty. (see Article 3, Section 3)Section. 5.The private storage is for those who are homeless. they may empty their contents into it. once you get a home you need to move your contents from your chest to your home. Article. III. The Yukidar Economic Treaty.Section. 1.State property: Bricks, clay blocks, stone, moss stone, obsidian, sandstone, sand, glass, glowstone, netherrack, soul sand, and any form of rails (576 is considered excess limit), wool of any color, any stairs or slabs (128 is the excess limit), any form of pistons, slimeballs, dyes (excluding lapis lazuli), pumpkin, jack o’ lantern, fences, furnaces, chests, buttons, switches, redstone torches, redstone repeaters, pressure plates and note blocks (64 is excess limit). Section. 2.Military property: TNT, gunpowder and arrows. Section. 3.Private property: Up to 576 units of redstone dust and coal, up to 64 diamond gems and diamond blocks, iron ingots and iron blocks, gold ingots and gold blocks, lapis lazuli and lapis lazuli blocks, and up to 1 of each music disc. Be sure to make it not look like the USA in every place possible.  Not that their constitution is bad... It has many good parts, but is just being violated all the time. Add the classless Communist society as a goal. :Ć That would be the truly perfect society, and pretty easy to achieve in Minecraft.  Or just write some nice things about how people should be equal and stuff...

Hmm... What you've written about the public storage doesn't seem like a public storage, it seems more like a private storage... The point of it being public is that everyone can take what they need, and store what they don't need without consequences/fees/etc. Those are the rules for Spawntown's Public Storage.
You're still allowed to have some private property - 64 diamond, gold, lapis and iron blocks plus 64 gems, lapis ores and gold/iron ingots, 576 redstone dust and coal. (Even though it is the goal to make this public in the end too, and the same with the state property which you can also keep from the public storage.)
Currently I keep a system where I have a small amount of iron and gold in Spawntown's public storage, and if it runs too low, I put some more in there. That way you don't risk losing it all, but it is still public to some degree.

The rooms in the basement have only one small chest. What if you don't have a home or you want to keep some adventuring equipment in there? I should write some more rules about the private storage.

But that violates the BSS-Yukidar Economic Treaty. The point is exactly that we should all share our resources. We can't share with you if you won't share with us.  Just put a sign asking people not to take too much while you're still starting your settlement. Or make it a temporary private storage for you, which will become public when you're ready. As long as it isn't permanent. As far as I know, people rarely take from public storages outside Spawntown. I'm not completely sure though. But I don't think you should be afraid with that remote location, and if you need anything, you can always take it from Spawntown (if it has any). I know it's a bit far away... Also, I suggest you use the /cprivate command for your few private chests containing the non-public property allowed in the treaty. That also makes the punishment unneeded.

* Bla approves a lot moar. It's ok if you make the private storage useable also for people with no "home", as long as they only store the items defined as private property in them.  But if you want it to be for homeless people only, that's also fine.
