How to join: http://webchat.freenode.net/

Type in a username.
For "Channels:" type "#rowling"
Do the captcha. Let's make this the place to go on whenever you are bored, while you're playing US2, anytime you feel!


Alternative (better) way:
Download Chatzilla.
Install.
Type in the address bar: irc://irc.freenode.net/
In the Chatzilla client, type /join #rowling
Configure to your tastes!

Other relevant info:
Use the command /msg cs help register
To sign in, use /ns id <password> on Chatzilla
To sign in, use /msg nickserv id <password> on Freenode

REMEMBER THIS IS OFFICIAL

# means "owned or official"
