Dial an 11 digit number with the first number as 8 until you get someone that responds to moshi moshi. However this may be someone from the Koreas, China, Indochina, or Bangladesh that knows Japanese.

Actually when you say hello on the phone in Japan, you say "Moshi moshi", which literally means "Speaking speaking."
