Also all those enclaves wouldn't exist realistically.

The Kingdom of Valencia is created on the eastern coast of the Iberian Peninsula, with a small puppet state in Meseta.
I'm now off to fill the Balkans with the obligatory tiny countries.

Are you sure that those lands can contain a powerful nation?

Also, I added two small city-states. Their cities are Lyon and Roanne, forming the The City-State of Lyon, and The City-State of Roanne.
