This page attributes Stalin to a very similar version of that quote:
http://library.thinkquest.org/22059/people/stalin.html

How did I find this? I searched for it:
http://www.google.com/search?sourceid=chrome&ie=UTF-8&q=A+freely+elected+government+in+any+of+the+Eastern+European+countries+would+be+anti-Soviet%2C+and+that+we+cannot+allow&qscrl=1#sclient=psy&hl=en&safe=off&qscrl=1&q=A+freely+elected+government+in+any+of+the+Eastern+European+countries+would+be+anti-Soviet%2C+and+that+we+cannot+allow&aq=&aqi=&aql=&oq=&pbx=1&fp=832f4669e2e365a8

I had almost guessed that... I also copypasted the quote into Google.

How sad that Stalin took over the Soviet Union. I think it could had become something good if it had had another leader like Lenin.
