The United Colonies don't attack (they're an NPC), and you're protected by player protection, so nearly everyone else can't attack you if you don't attack them first. To get hangars, you need frigates. To get frigates, you must research Missiles 6, Stellar Drive 4 and Armour 8 and have a level 8+ shipyard to produce them. Additional bases will provide your empire with more economy, besides giving you more places to build fleets and research. To build an additional base you will need to use an Outpost Ship, so you need to produce it first. After producing the Outpost Ship you will need to move it to an empty Astro (planet, moon or asteroid) and select the Build Base tab in this fleet menu. The first additional base will have a setup cost of 50 credits, and each additional base after that will have a setup cost 2x of the last one. After building the 2nd base you can advance to the next mission. GRITS (and their training guild, BIKRS) has attacked my bases many times. They're one of the largest guilds in the game. But recently, they haven't done much. Once, they sent a message to me asking me to post some of their coordinates on our trade board, so they don't view us as enemies. They'll probably attack if there's profit to be made.

Great. I've kicked you from The State for your own security, as you might've read. FNX has apparently launched a war against us simply because they disagreed with my opinions. So they want to destroy everyone who supports me. And it's likely that they know most of my bases in D24. But just keep developing and tell me if anyone attacks you.
